Membership has three tiers, defined in the Constitution. Basic Member, an Ohio resident who affirms the Non-Aggression Pledge; Supporting Member, a Basic Member who is registered to vote, has not voted in the most recent primary of another party, and donates at least $25 a year; Lifetime Member, a Supporting Member whos annual donations add up to $1,500.
When the party has no ballot access, the Bylaws further clarify that members are registered Ohio voters not affiliated with another party who demonstrate an interest in the LPO or LP National and have affirmed the Non-Aggression Pledge, or who are listed in the Ohio voter database as "Libertarian."
State conventions are held in even-numbered years, and in midterm years, nominate candidates for statewide offices. Party officers are not elected at convention. Central Committee members are elected by district in either a private primary when the LPO does not have ballot access, or a state-run primary when the LPO does have ballot access, and these officers elect the Executive Committee. Conventions must be held no more than 90 days before the General Election, with a 90 day notice.
Delegates to both state and national conventions are selected according to a priority schedule in the Bylaws, rather than elected, with preference given to candidates, elected incumbents, state party officers, county party chairs, and finally other members. There is usually no limit to the number of delegates to a state convention.
